2008 PROPOSED BYLAW CHANGES


Proposed Bylaw Changes to Be Voted on at the 2008 NHPA Convention.

  1. Article III, Section 3    PASSED 104-22

Now reads – “The dues for adult members are the National dues of twelve dollars ($12.00) plus the amount set for State in their Charter. Three dollar ($3.00) of every adult membership will be set aside for the World Tournament prize fund for the next year.”
Change to read - “The dues for adult members are the National dues of seventeen dollars ($17.00) plus the amount set for State in their Charter. Three dollar ($3.00) of every adult membership will be set aside for the World Tournament prize fund for the next year.”
Reason: The last dues increase was in 1992. With inflation averaging 3.5% per year, our cost of doing business has risen significantly.

  1. Article IX, Section 10 , paragraph (b)    PASSED 122-4

Now reads – “A city or organization desiring to hold a World Tournament shall place its bid in the hands of the NHPA Secretary-Treasurer by the 15th of March, two years in advance. The NHPA President shall designate one or more members of the Executive Council to open bids after he/she has determined that these members shall have no conflict of interest in the matter. No bids will be considered unless all of the following conditions are met and approved by the Executive Council:”
a. The facilities available for conducting the tournament are stated.
b. A minimum bid of $15,000 in cash is offered.
c. A minimum payment of one third (33%) of the total cash bid shall accompany the bid. This deposit is refundable, after the Convention, to the unsuccessful bidders.
Change to read (par. b only) - “A minimum bid of $21,000 in cash is offered.”
Reason: Reason: World Tournament cost has risen significantly the past few years. NHPA Executive Council is requesting the additional dollars to maintain escalating World Tournament cost.

  1. Article V, Section 7    PASSED 125-1

Now reads – “Candidates for NHPA office must announce their candidacy in writing to be received by the President and the Horseshoe Pitching Newsline Editor no later than March 15th.”
Change to read - “Candidates for NHPA office must announce their candidacy in writing to be received by the President and the Horseshoe Pitching Newsline Editor no later than February 1st.”
Reason: This change will allow an extra month for candidates to get their written letter of intent to the NHPA President, for publication in Newsline Magazine.

  1. Article XI, Section 1, Amendments    PASSED 91-35

Now reads – “The Bylaws may be amended as follows:
a. At any Convention held in even numbered years, by a two-thirds majority vote, provided previous notice was given in the call to convention.”
Change to read - “The Bylaws may be amended as follows:
a. At every third Convention beginning in 2008, by a two-thirds majority vote, provided previous notice was given in the call to convention.”
Reason: The NHPA Council feels with the cost to revise By-Law and RGS booklets it would be more beneficial to delay revisions to both booklets to every third year.

Standing Rules Needing to be Approved    PASSED 91-35

STANDING RULE 14.

Now reads – “The official NHPA RGS Book is printed as a separate document. The NHPA Rules Committee shall review and bring approved, proposed changes before the Convention Delegates for a vote, in odd numbered years.”
Change to read - “The official NHPA RGS Book is printed as a separate document. The NHPA Rules Committee shall review and bring approved, proposed changes before the Convention Delegates for a vote, at every third Convention beginning in 2009. A two-thirds majority vote is required to pass rules changes.”
Reason: The NHPA delegates have just recently approved changes to our Rules & By-laws, and we feel that both of these documents are now very complete and up-to-date, with no need for proposed changes every year. If an unforeseen need for an emergency or other Rules/Bylaws change should occur, there is a provision for this that is already in place (see Article XI, Section 1.b and Section 2). It is very expensive to reprint and mail these booklets around the country every year, so this change would also save the NHPA some significant money on the costs of printing and mailing.
